Safeguarding ASEAN’s Digital Resilience through Cyber Insurance
ASEAN is experiencing increasingly frequent and severe cyber threats that create systemic risks across interconnected digital supply chains, exposing businesses to significant financial losses. Despite these growing risks, cyber insurance adoption remains low due to fragmented coverage standards, limited awareness, insufficient regional loss data, and inconsistent regulatory frameworks. Cyber insurance complements, rather than replaces, cybersecurity by enabling financial recovery after incidents while encouraging stronger security practices through minimum security requirements for coverage. Strengthening ASEAN’s digital resilience will require harmonised cyber insurance standards, an ASEAN Cyber Resilience Observatory to improve risk data collection and pricing, and a regional mechanism to address large-scale cyber incidents that exceed national capacities.
