ROK and Germany Establish Enhanced Strategic Partnership

During the joint press conference following their bilateral summit in Seoul, South Korean leadership and German Chancellor Friedrich Merz officially elevated bilateral relations to an Enhanced Strategic Partnership. To navigate growing global economic uncertainty and protectionist headwinds, both nations signed a new Framework for Economic and High-Tech Partnership aimed at expanding cooperation beyond traditional trade. This initiative establishes joint research, technology standardization, and strategic coordination across cutting-edge growth sectors, including artificial intelligence, quantum computing, biotechnology, space technology, and clean energy transition.

The summit underscored the powerful economic synergy between South Korea’s semiconductor manufacturing excellence and Germany’s world-class science, industrial, and automotive base. Both sides agreed to bolster supply chain resilience for critical minerals and essential components while advancing collaborative projects in batteries, autonomous vehicle technologies, and green energy. Furthermore, agreements were made to promote bilateral investments—supported by an updated double taxation avoidance protocol—and to advocate for equitable treatment for Korean firms operating within European industrial frameworks.

Beyond economic ties, the leaders emphasized that the security of Europe and Northeast Asia are deeply interconnected, pointing to geopolitical crises like the war in Ukraine and regional security dynamics as shared concerns. Drawing on their shared historical context as divided nations, Germany reaffirmed its support for peace and stability on the Korean Peninsula. To solidify this strategic alignment, both governments agreed to expand defense industry collaboration, finalize an agreement on protecting classified military information, and foster cultural, educational, and people-to-people exchanges building on six decades of bilateral history.
