Good Regulatory Practice in Indonesia
Indonesia’s implementation of the Online Single Submission (OSS) system has significantly improved the country’s business licensing environment by streamlining regulatory procedures and reducing barriers for micro, small, and medium-sized enterprises (MSMEs), which are central to its rapidly growing digital economy. Developed under the Indonesian Investment Coordinating Board (BKPM), the OSS platform centralises and simplifies business licensing, using a risk-based approach to ensure compliance and level the playing field. This transformation has bolstered Indonesia’s global competitiveness and regulatory quality, as reflected in international rankings. It is recommended that the government continue to enhance the OSS system, strengthen public engagement, improve interagency coordination, and conduct regular monitoring to fully leverage Good Regulatory Practices (GRP) for the growth of the e-commerce sector and MSME empowerment.
